At last the active participation and influence of local communities has neared the top of the political agenda.

There are many encouraging statements being made within new legislation, proposals, and as a part of national and local initiatives, and consultations.

But is this rhetoric merely seeking to engage with community members on those issues that fit with the delivery of services agenda of public services?

Is there a genuine wish to empower local communities, to encourage their independence and help support their long term development and growth?

Are a number of expectations being unrealistically raised?

We wish to facilitate an informed debate that considers all sides of what is a complex issue.

To help us focus this discussion, we have invited a small number of very experienced individuals in this field to offer their views and invite responses from your own perspectives.
